Prices from Indian agencies are almost always quoted before GST. Website design and development falls under SAC code 998314 and attracts 18% GST, so a ₹60,000 quote becomes ₹70,800 on the invoice.
Why quotes for the same website vary so much
Two five-page websites can be very different pieces of work. One is a template with your logo dropped in. The other has a custom design, written copy, a booking flow and a CRM connection. These are the things that move the price.
1. Number of unique page designs
Page count matters less than the number of different layouts. Twenty service pages built from one template cost far less than eight pages that each need their own design.
2. Template vs custom design
A ready-made theme costs a fraction of a custom design. Custom design means wireframes, a design file you approve and then development to match it. You get a site that looks like your brand rather than like a thousand others, and you pay for the extra weeks.
3. Features
Every feature that stores data or moves money adds cost: online payments, user logins, appointment booking, multi-vendor marketplaces, calculators, search and filtering. A contact form is cheap. A booking system with reminders is a project in itself.
4. Integrations with Indian tools
Connecting the site to a payment gateway like Razorpay, a shipping platform like Shiprocket, a CRM, WhatsApp, or accounting software adds development and testing time. Each one is usually priced separately.
5. Content
Someone has to write the pages and supply the photos. If the agency writes the copy, shoots product photos or translates the site into Hindi, Marathi or other languages, expect that to show up as its own line item.
6. Who builds it

Privacy compliance under the DPDP Rules
If your website collects names, phone numbers or emails through forms, plan for privacy work too. The Digital Personal Data Protection Rules were notified on 14 November 2025 with an 18-month phased compliance timeline. That means clear consent notices on forms, an updated privacy policy and a way for people to ask for their data to be deleted. A good developer should build these in, but confirm it is in the quote.
Worked example: first-year budget for two common sites
The numbers below are illustrative. They use figures from inside the ranges above to show how the costs add up in year one. They are not quotes.
Example 1: 8-page WordPress site for a service business

In both examples, the amount paid in year one is close to 50% more than the build price alone. That gap is why you should ask for yearly costs before you compare quotes.
How to get an accurate website quote: a checklist
Work through this list before you contact anyone, then send the same brief to every developer so you can compare the quotes line by line.
Write a one-page brief. What the site is for, who it is for, and what a visitor should do (call, WhatsApp, book, buy).
List every page. Home, about, each service or product category, contact, blog, legal pages.
List every feature. Forms, payments, booking, login, search, languages, integrations.
Decide who writes the content and supplies photos. This alone can change a quote by tens of thousands of rupees.
Share 2 to 3 websites you like and say what you like about each one.
Ask for an itemised quote split by design, development, content, and testing.
Ask whether GST is included. A quote that adds 18% later can look cheaper than it is.
Confirm ownership. The domain should be registered in your business's name, and you should receive the code, design files and content.
Ask what maintenance covers and what it costs after the free period ends.
Agree milestones and payment stages, for example 40% to start, 30% on design approval, 30% on launch.
Is a very cheap website worth it?
Offers of a full 5-page website for a few thousand rupees do exist. They can work for a sole trader who needs an online presence this week. Before you accept one, check four things:

Can you edit the text yourself, or does every change cost extra?
