WhatsApp Business API pricing in India has two parts: Meta's per-message charge and the fee your software provider (BSP) adds on top. In October 2026, Meta's India list rates are about ₹0.86 per marketing message and ₹0.115 per utility, authentication or paid service message, and 18% GST applies to both layers. A small business sending a few thousand messages a month usually lands between ₹2,000 and ₹10,000 all in, depending mostly on how many marketing messages it sends.

This guide covers the current rate card, what changed on 1 October 2026, what BSPs charge, and three worked monthly budgets you can adapt to your own volumes.

WhatsApp Business API pricing in India: the 2026 rate card

Meta charges per delivered message. A message that fails to deliver costs nothing, and messages your customers send you are always free. The price depends on two things: the category of the message and the country code of the person receiving it. India is its own market on Meta's rate card, billed in rupees since 1 January 2026 (Meta developer pricing documentation).

CategoryWhat it is used forMeta list rate (India)Volume discount?
MarketingOffers, launches, festive sales, cart reminders, re-engagement₹0.8631No
UtilityOrder confirmations, delivery updates, payment receipts, appointment reminders₹0.1150Yes, monthly tiers
AuthenticationOne-time passwords and login codes₹0.1150Yes, monthly tiers
ServiceFree-form replies inside the 24-hour customer service windowFirst 1,000 per number per month free, then chargedNo

The marketing and utility figures above are the rates quoted by several Indian providers working from Meta's INR rate card, including GreenAds Global and MyOperator. Meta raised the India marketing rate on 1 January 2026, from ₹0.7846 to ₹0.8631, an increase of about 10%. Paid service messages are billed at Meta's published service rate, which Indian providers list at the same ₹0.115 as utility.

Two practical points follow from the table. A marketing message costs roughly 7.5 times a utility message, so your marketing volume drives most of the bill. And the category is decided by the template content, not by what you call it. Meta reviews each template, and if a "utility" template contains a discount or a promotion, it is classed and charged as marketing.

What changed on 1 October 2026

For almost two years, replying to customers on WhatsApp was free. That ended on 1 October 2026. According to Meta's documentation, two things changed:

  • Service messages are charged again. Each business phone number gets 1,000 free delivered service messages per month. Unused free messages do not roll over, and every service message after the first 1,000 is billed.
  • Utility templates sent inside an open customer service window are now charged. These had been free since 1 July 2025.

Meta also warned that businesses without a payment method on file could have service messages stop once charging began, so if your replies suddenly fail, check Billing Hub first.

Messages inside a free entry point window are still free. That window opens when someone messages you from a Click-to-WhatsApp ad or a Facebook Page call-to-action button and you reply within the service window. During it, Meta does not charge for marketing, utility, authentication or service messages. Messages written by Meta's own Business Agent are the exception and are billed separately.

Message typeBefore 1 Oct 2026From 1 Oct 2026

For a business that mostly answers incoming questions, the change is small. 3,000 replies a month now means 2,000 billable messages, or about ₹230 before GST. For a busy support desk handling tens of thousands of chats, it becomes a real line item.

What BSPs charge on top of Meta's rates

Most Indian businesses do not connect to the API directly. They use a Business Solution Provider such as AiSensy, Wati, Interakt, MyOperator, Gupshup or MSG91, which gives you a shared inbox, broadcast tools, chatbot builders and CRM integrations. BSPs make money in one of three ways.

BSP pricing modelHow it worksTypical range in IndiaSuits
Per-message markupA margin added to every message on top of Meta's rate₹0.10 to ₹0.30 per messageLow or irregular volumes
Flat monthly subscriptionFixed platform fee; messages billed at or near Meta's rate₹999 to ₹9,999 per monthSteady volumes, teams needing an inbox
HybridLower subscription plus a smaller markupVaries by providerGrowing businesses

The ranges come from MyOperator's 2026 breakdown. To see what markup looks like in practice, compare a provider's posted rates with Meta's. AiSensy's pricing page lists ₹1.09 per marketing message and ₹0.145 per utility, authentication or paid service message, about 26% above Meta's list rates. AiSensy also sells add-ons such as a chatbot builder at ₹2,500 a month (billed monthly) and an AI agent builder at ₹1,350 a month.

Neither model is cheaper by default. If you send 500 marketing messages a month, a markup of ₹0.20 adds only ₹100, which beats any subscription. At 20,000 marketing messages, the same markup adds ₹4,000 a month, and a flat-fee plan with Meta-rate pass-through usually works out better.

GST on WhatsApp API charges

Expect 18% GST on both layers. Meta's messaging charges are treated as online information and database access or retrieval (OIDAR) services, which attract 18% GST in India. If your business is GST-registered and pays Meta directly, the tax is paid under reverse charge (India Briefing on OIDAR and GST). Your BSP's invoice also carries 18% GST. Registered businesses can usually claim input tax credit on both, so the real cost is lower than the invoice total. Confirm the treatment with your accountant.

Three worked monthly budgets

The examples below use Meta's India list rates (₹0.8631 marketing, ₹0.115 utility and paid service), the 1,000 free service messages, and 18% GST. The BSP fees are assumptions picked from the ₹999 to ₹9,999 range above, so swap in the quote you actually receive. Volume tier discounts are ignored, which slightly overstates the utility cost at high volumes.

1. A clinic or salon sending reminders

Volumes: 800 appointment reminders (utility), 2,500 replies to patient or customer questions (service), and 300 festive offer messages (marketing).

  • Marketing: 300 × ₹0.8631 = ₹258.93
  • Utility: 800 × ₹0.115 = ₹92.00
  • Service: 1,500 billable (after 1,000 free) × ₹0.115 = ₹172.50
  • Meta subtotal: ₹523.43
  • BSP subscription (assumed): ₹1,500
  • GST at 18%: ₹364.22
  • Total: about ₹2,388 per month

The software fee is nearly three times the message cost here. For a business at this size, the BSP plan matters more than Meta's rates.

2. A D2C brand with order updates

Volumes: 4,000 promotional messages (marketing), 6,000 order, shipping and delivery updates (utility), and 3,000 customer replies (service).

  • Marketing: 4,000 × ₹0.8631 = ₹3,452.40
  • Utility: 6,000 × ₹0.115 = ₹690.00
  • Service: 2,000 billable × ₹0.115 = ₹230.00
  • Meta subtotal: ₹4,372.40
  • BSP subscription (assumed): ₹3,000
  • GST at 18%: ₹1,327.03
  • Total: about ₹8,699 per month

Marketing makes up 79% of Meta's charges. Cutting broadcasts to unengaged contacts is the fastest saving. If your store runs on Shopify or WooCommerce with Shiprocket, the shipping updates can be triggered automatically, and they stay in the cheap utility category as long as they contain no offers.

3. A real estate developer during a launch

Volumes: 20,000 launch and site-visit invitations (marketing), 2,000 site-visit confirmations (utility), and 5,000 replies to enquiries (service).

  • Marketing: 20,000 × ₹0.8631 = ₹17,262.00
  • Utility: 2,000 × ₹0.115 = ₹230.00
  • Service: 4,000 billable × ₹0.115 = ₹460.00
  • Meta subtotal: ₹17,952.00
  • BSP subscription (assumed): ₹6,000
  • GST at 18%: ₹4,311.36
  • Total: about ₹28,263 per month

If a large share of these enquiries come from Click-to-WhatsApp ads on Facebook and Instagram, the follow-up messages in the free entry point window cost nothing from Meta. For launch campaigns, that can bring the bill down sharply. Project-specific messages also need to follow RERA advertising rules, such as showing the registration number, which our real estate digital marketing playbook covers.

What 10,000 messages cost

This is one of the most searched questions, and the answer depends entirely on the category:

10,000 messages of typeMeta chargeWith 18% GST
Marketing₹8,631₹10,184.58
Utility or authentication (before tier discounts)₹1,150₹1,357
Service replies (9,000 billable after the free 1,000)₹1,035₹1,221.30

To send 10,000 messages at all, your number needs a high enough messaging limit. New numbers start low, and Meta raises the limit as you send good-quality messages that people do not block or report. Plan large broadcasts a few weeks after onboarding rather than on day one.

How to keep your WhatsApp API bill down

  1. Write utility templates that are purely transactional. One "use code SAVE10" line turns a ₹0.115 message into a ₹0.86 one.
  2. Segment broadcasts. Send marketing only to customers who bought or replied recently, not your whole contact list.
  3. Run Click-to-WhatsApp ads for lead generation, so follow-ups fall inside the free entry point window.
  4. Answer common questions with a chatbot flow in fewer messages. Every reply after the first 1,000 is billed, so a bot that resolves a query in two messages instead of six saves money at scale.
  5. Compare BSPs on total cost at your volume, not the headline plan price. Ask each one for its per-message rates for India in writing.
  6. Claim GST input tax credit if you are registered.
  7. Review the category breakdown in WhatsApp Manager each month to catch templates that were reclassified as marketing.

Checklist before you sign up with a BSP

  • Does the provider pass through Meta's rates, or add a markup? How much?
  • Is billing prepaid (wallet) or postpaid? Is there a minimum balance?
  • Are paid service messages after the free 1,000 billed at Meta's rate?
  • Is GST included in the quoted plan price or added on?
  • How many team members can use the inbox, and what does each extra seat cost?
  • Are the chatbot builder and AI features included, or paid add-ons?
  • Does it integrate with your store, CRM or booking system without custom work?
  • Can you take your number and templates with you if you switch providers?

WhatsApp Business App vs API: do you need the API at all?

The WhatsApp Business App is free and works well for a single owner or a small team replying from one phone. You need the API when several people must answer from one number, when you want automated order or appointment messages, when you need a chatbot, or when you broadcast to large lists. If none of these apply yet, start with the app and move later. Frequently asked questions

Does it cost to use WhatsApp Business API?

Yes. Meta has no free plan that removes message charges. You pay per delivered message by category, plus whatever your BSP charges, plus 18% GST. Customer-initiated messages, the first 1,000 service replies per number each month, and messages in a free entry point window are free.

What is the WhatsApp Business API price per message in India?

At Meta's October 2026 list rates, about ₹0.8631 for marketing and ₹0.115 for utility, authentication and paid service messages. BSPs often quote higher figures, such as ₹1.09 and ₹0.145, because their markup is built in.

Are WhatsApp service messages still free?

Partly. From 1 October 2026, each business phone number gets 1,000 free service messages per month. After that, every service reply is charged. Unused free messages do not carry over to the next month.

Which WhatsApp API provider is the cheapest in India?

It depends on your volume and mix. A provider with a low per-message markup is usually cheapest for small or irregular volumes. At higher volumes, a flat subscription with Meta-rate pass-through tends to cost less. Work out your monthly marketing, utility and service counts and ask two or three BSPs to quote on that exact mix.

Why is WhatsApp API so expensive?

Most of the cost comes from marketing messages, which Meta prices at about 7.5 times utility messages, and from BSP software fees. Businesses that send mostly utility messages and replies usually find the API cheaper than they expected.

Is the WhatsApp Business API available in India?

Yes. India is one of WhatsApp's largest markets. Any registered business can apply through a BSP or directly through Meta, and Meta has billed eligible Indian accounts in rupees since January 2026.
